Representative Jesse Topper Announces Re-Election Bid

BEDFORD, PA – State Representative Jesse Topper today announced he is seeking the Republican nomination for Pennsylvania State Representative in the 78th District. The Primary nomination will be held in the new district, which will include parts of Bedford and Franklin Counties, and all of Fulton County.
“I will never forget my top priority as State Representative is to be a strong voice for the conservative values that have made Central Pennsylvania a great place to live, work and raise our families,” Topper said. “That’s why I’ll work hard to protect taxpayers, promote good paying jobs, and preserve our way of life.”
Representative Topper convincingly won the Special Election to fill the legislative vacancy caused by the death of longtime State Representative Dick Hess. Recently sworn in as our State Representative, Jesse is already providing us a strong voice in Harrisburg while preparing for the important and on-going budget process.
“It was a great honor to attend my first budget address to represent the citizens of the 78th Legislative District,” Topper said. “I understand this is the beginning of a long process and my focus throughout these discussions and negotiations will be to ensure the next budget addresses our priorities, protects taxpayers, and helps small businesses create jobs.”
Topper continued, “I look forward to helping deliver an on-time, balanced budget that controls state spending and ensures we live within our means.”
Honoring his commitment to maintain strong constituent service, Topper recently announced he was keeping district offices open in both Bedford and McConnellsburg. The Bedford office is located at 133 South Richard Street and the McConnellsburg office is located at 314 Lincoln Way East, Suite A.
“During the Special Election, I promised to protect our hometown values and to provide the effective constituent service that local residents have come to expect,” Topper said. “I welcome everyone to stop by our offices to learn about the many services available - or to just introduce yourself to my staff and me.”
A lifelong resident of Bedford County, Jesse shares our central Pennsylvania values.
“In light of all that is occurring in Washington, D.C. and Harrisburg, I know we need a true fiscal and social conservative to fight for our values,” Topper said. “My promise is to always be that kind of representative which is why I will lead on issues of government reform, fight for lower taxes and limited government, and work tirelessly to protect our Constitutional Rights and the sanctity of life.”
Topper has emphasized that he will support efforts to bring more accountability and transparency to state government in order to best protect taxpayers.
A husband, father and community leader, Jesse draws his strength from his faith in God and his amazing family. He and his wife Christy, who was also born and raised in Bedford County, are raising their two sons here. Jesse worked as part of the full-time staff at the Bedford United Methodist Church for twelve years including his tenure as the Executive Minister.
A past board member of the Bedford County Chamber of Commerce where he served as 2nd and 1st Vice-President, Jesse takes this experience with him to Harrisburg to promote local businesses because he understands these employers provide the family sustaining jobs our region needs.
“As our representative, I’m working to get government out of the way of job-providers to help spark economic growth and create new jobs,” said Topper.
The son of a longtime school teacher, Jesse has always been active in our community. As a young man he participated in 4-H and was a member of the Boy Scouts earning the highest rank of Eagle Scout. He was a three sport athlete for Bedford Area High School where he would later go on to coach football for seven years.
Understanding the importance of true public service, Jesse accepted an appointment and served on Bedford Borough Council. There, he worked hard to prove that government can do more with less and never voted to increase real estate taxes.
Asked why he ran for the State House, Topper made it clear, “Jobs. Good paying, family sustaining jobs must be a top priority in this state and that will only happen if Harrisburg returns more decision making power to local communities. Government does not create jobs, the private sector does, so we must remove burdensome regulations and allow businesses to grow and thrive in Pennsylvania. That’s one of my biggest focuses in Harrisburg right now.”
As the father of two young boys in our public schools, Jesse understands the importance of a quality education that focuses spending on the classroom while protecting property taxpayers. Jesse is strongly pro-life, and can be trusted to protect our Second Amendment and all of our Constitutional Rights.
Jesse holds a Bachelors Degree from Frostburg State University where he graduated Magna cum laude and is a 2010 graduate of Leadership Bedford County. He served on Pennsylvania’s Board of Nursing and on the Bedford Area School District’s Board of Health and Fitness. An accomplished musician, Jesse has performed throughout the Tri-State area and has been heard broadcasting local high school football games on WAYC radio.
